MANILA, Philippines — The trough of a low-pressure area (LPA) will bring cloudy skies with scattered rains and thunderstorms over Palawan on Wednesday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Pagasa weather specialist Obet Badrino said the LPA remains outside the Philippine area of responsibility and has a medium chance of developing into a tropical cyclone as it moves towards Vietnam.

Article continues after this advertisement“‘Yung shear line nga natin ay may mga dalang kaulapan, patuloy na magdadala ng mga pag-ulan, partikular na sa may silangang bahagi ng Central Luzon at Southern Luzon,” Badrina said.
(The shear line is bringing cloud cover and will continue to bring rains, particularly in the eastern parts of Central and Southern Luzon.)
Article continues after this advertisementThe shear line is the convergence of the cold northeast monsoon, or amihan, and warm easterly winds, according to Pagasa.
Badrina also said the easterlies will trigger cloudy skies with scattered rains and thunderstorms in parts of Mindanao.
“Mag-ingat sa mga potensyal ng mga biglaang pagbaha at pagguho ng lupa, dulot nga ng mga pag-ulan na epekto ng easterlies sa may bahagi ng Mindanao,” the state weather specialist said.

The northeast monsoon will bring cloudy skies with light rains to the Cordillera Administrative Region and the rest of Cagayan Valley, while the Ilocos region and the rest of Central Luzon will experience partly cloudy to cloudy skies with isolated light rains.
“Significantly na mababawasan na po ‘yung mga pag-ulan, partikular na sa bahagi ng Bicol Region ngayong araw,” Badrina added.
(Rainfall will significantly decrease in the Bicol Region today.)
Pagasa did not raise a gale warning in any of the country’s seaboards on Wednesday.
However, Badrina noted that moderate to rough seas may be experienced, particularly on the northern and southern coasts of Luzon.

The latest PSA data released on Tuesday showed a -1.0 percent drop in August, compared to -0.4 percent in July and -0.2 percent in June.
“Mag-ingat po ‘yung mga maliliit na sasakyang pandagat at maliliit na mga bangka, gayundin kapag may mga thunderstorm na kung minsan nagpapalakas ng alon ng karagatan sa ating kapuluan,” he warned.
(Small sea vessels and boats should take cautionkubiwin, especially during thunderstorms, which can cause stronger waves.)
